To move along or around the border of something, can be applied to any situation where an incumbent has to take the long way around. The usage in its most common and purest form is with respect to horse racing. It is where a horse has tried to extricate itself from a boxed situation (see boxcar willie) and to skirt the entire field, surging forward to either win, or if a wager has been placed, to fall just short with the extra exertion curtailing any chance it might have formally had.
